So what does that have to do with rocket surgeon-cum-Senator Ben Nelson?

Interesting hypothesis there, Ben.
So if we understand this correctly, every state, not just the one that sent you to the Senate, is eligible for this little “fix?” Would you then explain why Sen Harry Reid has a different take:
“You’ll find a number of states are treated differently than other states.”
And:
“And if they don’t have something in it important to them, then it doesn’t speak well of them.”
So which is it? Either Ben “Cornhustler” Nelson or Harry “Let’s (Not) Make a Deal” Reid is, to put it nicely, obfuscating.
Frankly, that’s not even the biggest problem with Big Ben’s little tap-dance: to bring it ’round full circle, if every state gets the same deal, then, in reality, no state gets any deal, since (as we know) the gummint doesn’t actually have any money – it simply takes money from us taxpayers who, of course, live in all the states.
But hey, it’s only money, right?

Good question. I think the MAJORITY will still be against what the Govt wants to do though. I think the biggest issue is that there were no guidelines in the first place. Obama went in office saying he wanted to reform Health care, but left it at that. Now he let's everything get stripped away because he wants some victory, doesn't matter how small. So people are turning on the "reform" more and more as it becomes less and less. What is going to actually change? I mean heck now the "public option" isn't even important. The simple truth is that the majority have health insurance and are happy with what they have. So unless you are going to explain what you plan to offer(and Obama has no clue what he is going to offer because he told Congress to figure it out, instead of saying here are the blueprints let's work on what may need adjusted and figure it out) then people can't support changing what they have.

This is not a patent or copy-write issue, it is more about the changes in global consciousness at the time. Environmental issues were coming into the foreground of many peoples minds. For both of these men to make the announcements on in the same month for the following spring, it apparent that they both had been working toward parallel goals for quite some time.

The Majority leader has more power and the President pro tem albeit higher than Majority leader only presides over the Senate when the Vice President who ordinarily chairs the sessions is absent. The President pro tem is usually the most senior member of the majority Party, while the Majority Leader is elected by Senators who are members of the majority party

The White House will release its healthcare bill online at 10:00 a.m. tomorrow.
According to an email sent Sunday night to reporters, President Barack Obama will release his health reform plan after briefing reporters on it earlier Monday morning.

It is not so much a rule, but a precedent established over many years.
Its origins are probably in the British parliamentary tradition where a minister would have to resign from his cabinet post if the legislation failed so the Senator votes to keep open debate. This means its possible for it to be brought back to the floor at another time.

Your question and some of the responses proves that someone can say anything with absolutely no source on this forum and you'll find a whole lot of fools that will buy into it. You guys can't continue to say that the health care reform bill is being rammed down anyone's throat. We have been debating it for three months now and we still don't have a final version.
