A lot of the on-line auctions that say they are "government auctions" are actually private companies auctioning surplus government items. Not all the cars are as cheap as they would want you to believe. Dealers are bidding on them and that drives up the prices. The cheap ones are usually junk that won't sell on a lot. The lists of government auctions that you see for sale on-line are nothing more than a compilation of free information available through a good search.

you take your time to look round before the auction starts.
you then take your seat in the viewing/bidding area and 1 by 1 the cars will be driven in.
you then bid by raising your card with your auction number on it.
just like a normal auction.
This one of the best ways to get a very cheap car, however there are a lot of bad experiences from auctions as the cars are sold as seen, so you have no comeback if it dies a couple of days later.

First it depends on which State you are in. Different dealer laws. Also, my suggestion would be to work for a used dealer first, there is a lot more than doing well at the auction. BTW, I see the new comers get skined (at auctions) by the guys who have 'paid their dues'.

At about the time you were born, John Dewar was promoted sideways out of Rotorua into a position in Auckland. I was one of many who protested at this move as I saw that Mr Dewar was doing a fine job in Rotorua. What we didn't know at the time was that he and his mates (including Rickard) were also up to no good with the girls of the town. This has only just come to light.
Until information like this is made public, we have no idea about the individual.
Clint Rickards (along with Dewar et al) has brought the Police service in this country into disrepute; if he held any other job, he would be sacked immediately. However, he has risen (almost) to the top, and is therefore able to write his own job contract. He should be stood down, but stood down on no pay. After the Court case, if he's reinstated (which he shouldn't be imho) he can then apply to claim back what he thinks is owed to him.
This gang is hardly a good example of policing in NZ, and to the young cops joining up today.

Its a very risky approach to focus exclusively on a select market of possible clients and ignore the rest. However, there are ways to work towards becoming a designer who is often sought out by such businesses.
By the examples you've given, you're clearly looking to work in a field that requires smart design work of a high standard reflecting the desired standards of your clients. In order to get noticed, you should really be offering your services to as wide an audience as possible, while still displaying what you're capable of. This is essentially to get your name out there and keep your portfolio active, rather than letting possible future clients find large gaps between work as you desire only to work with specific businesses. By this I don't necessarily mean, "work for anyone" and its possible (if not essential) for you to take on clients and tackle the brief given in a such a way that will please the client, answer the brief, work as a design and also reflect the standards of work you're able to produce.
Good design is good design and doesn't go unnoticed. Get your name out there and approach your more desired clients as you work. In time, if you've been producing good work, more people will want to hire your services.
As for approaching clients, there are many ways to go about this. The important thing to remember is to be respectful. It helps to contact a business and mention they may want to consider an update to their branding, or a complete revision, but do not insult them, be delicate when describing why their branding could be improved, but still assured and confident over what you say. Should they take notice of your comments, they'll more than likely contact you to discuss what can be done, as you're the man who will have shown knowledge of what can be improved and you'll be the one with the training and skills to carry out such improvements.
Lastly, don't get discouraged. Obviously people will put the phone down, throw letters in the bin, delete e-mails or look at their feet rather than the fancy sky writer you hired to advertise your services in the clouds. Don't give up. Keep in touch with them, eventually something may come of it.

No. The purpose of government is to legislate things in such a way that people have the greatest freedom without infringing upon the rights of others. This would unfairly restrict the freedom of many without a great enough benefit to the rights of others. There are many other ways the government could reduce air pollution without restricting individual freedom.

Well, the US Federal Income Tax credit for Toyota/Lexus is still available. It hit the trigger point last year to begin reducing in amount depending on when you purchase your new Toyota/Lexus hybrid, but did not "run out" last year. The amount drops to zero for purchases on/after Oct. 1, 2007. The amount also depends on the hybrid model you purchase, and if you are subject to AMT.
Purchases now through Sept. 31, 2007 for a new Toyota Prius are eligible for a US Federal income tax credit of $787.50. (less if you hit AMT – consult a tax professional (which isn't me!).)
Used Prius do not qualify for the credit, and the leasing company
gets the credit if you lease…
Individual states or cities may offer incentives as well (income tax credit or a deduction, reduced sales tax, free metered parking, reduced tolls, single-occupant HOV lane usage, etc.)

Since the production for the Prius is up, and very few dealerships have lines anymore (most have Prius on the lot, many at a discount). Even when the NHW20 Prius was new and in high demand, only a few slimy dealers sold them at rediculous markups (most sold at MSRP, few at less than MSRP). Search around for a deal – you'll find one if you're willing to expand to several dealers.
When the NHW20 Prius first came out, initial purchasers in late 2003 through 2004 may have actually made money (used it as an investment) by selling it barely used – demand was so high and supply was short, so some did sell their used cars at a heavy markup to inpatient people. But a car as an investment vehicle is very uncommon, as it is usually a depreciating asset. However, in the US, the Prius depreciates very slowly.

If the only reason for you to buy a hybrid is for the US Federal tax credit, then the chances are that no, the tax credit is not worth it. If, however, you are going to be purchasing a new vehicle anyways, then the benefits of going hybrid will be worth it over time. As an investment, definitely not.
